Education Department, available for Chinese, Eurasian and European children, and that there should be a technical class attached to it which would be of interest to the Chinese stu- dents and of great ultimate advantage to the community in general.

I regret to hear that a retrograde step has been taken in the Colony as regards Education by Dr.Wright and that the improvement adopted so successfully by Sir William Robinson is being departed from and that an undue preference is being given to the instruction. of Chinese.

The main object of Education in Hong-Kong is to con- vert the Chinese youths into loyal and useful British subjects. To endeavour to teach them Chinese is a waste of time and pro- ductive of no advantage. I therefore hope that the Secretary of State will insist upon English only being taught in the Reformatory building. I enclose a few rough notes which I have prepared on the general subject and shall be glad to wait on the Secretary of State and give him further information if he should require it.
